The Proposal
BasicsProject.org has set in motion an initiative to put into place, through the power of a Constitutional Amendment a mechanism that would:

 

1) Require candidates for the office of President of the United States and Vice President of the United States (candidates for elected office in the Executive Branch) to present an original and/or first-source, vaulted birth certificate establishing their naturally born citizenship and age to the President Pro Tempore of the United States Senate no later than forty-eight (48) hours after receiving his political party's nomination for validation. The candidate will further provide proof of residency as required for the office sought as mandated by the United States Constitution thus proving satisfaction of Article II, Section 1 of the United States Constitution.

2) Establish an exclusive protocol which the President Pro Tempore of the Senate will use to certify the original and/or first-source, vaulted birth certificates from candidates submitted by candidates for President of the United States and Vice President of the United States (the Executive Branch) pursuant to Section 4 of this Amendment.

 

3) Establish, exclusively and in pre-emption of all other legally and constitutionally held definitions, a definition of "natural born citizen" for the purpose of satisfying the qualifications set forth in Article II, Section 1 of the United States Constitution for eligibility to hold the office of President of the United States.

 

4) Establish and fully fund, in perpetuity, a certification process charged to and administered by the chief librarian of the United States Library of Congress that certifies the authenticity of all documents submitted by candidates for the offices of President of the United States and Vice President of the United States as required by this amendment including: original and/or first-source, vaulted birth certificates and relevant records. Upon certification by the chief librarian of the United States Library of Congress these documents will be securely transported and transferred by the chief librarian of the United States Library of Congress for housing to last the duration of the candidate's tenure at the secure open-source archive located and maintained at the United States National Archive.

 

5) Establish and fully fund, in perpetuity, an open-source, secure archive located at the United States National Archive commanded to receive and maintain the certified, original and/or first-source, vaulted birth certificates from candidates seeking the offices of President of the United States and Vice President of the United States as certified by the President Pro Tempore of the United States Senate pursuant to Section 2 of this Amendment and the chief librarian of the United States Library of Congress pursuant to Section 4 of this Amendment.
